Replaced the Rent Roll tab strip with a scalable dropdown selector

Added improved empty states for components without Rent Rolls
New Rent Roll Actions
Users can now manage Rent Rolls directly from new 3-dot action menus, including:
Make Primary
Duplicate
Delete
Drag-and-Drop Ordering
Rent Rolls can now be reordered directly within the selector dropdown
Primary Rent Rolls remain pinned to the top
Ordering persists across sessions and users
Additional Improvements
Existing records were automatically updated with default status values
New fields and updates are now included in exports, snapshots, and download files
